Government & Defense

A capability statement for program managers, contracting officers, and operators.

Who we are

Skycifer is a U.S. defense technology company building affordable, secure, software-defined autonomous systems for high-intensity conflict. We focus on attritable airborne RF SIGINT, passive radar, stationary counter-UAS, and autonomous marine platforms.

Active programs

  • Army SBIR ARM26BX01-NV002 — Modular Payloads for UAS. Phase I proposal in capture; submission SIGINT-X, a passive airborne RF SIGINT payload.

Capability areas

  • Passive airborne and ground-based RF SIGINT & direction finding
  • Software-defined radio signal classification using adaptive ML (few-shot, online learning)
  • Passive mesh radar and ambient-RF spectrum sensing
  • Autonomous marine surface drones for coastal patrol and interdiction
  • Hardened secure communications: TLS, mTLS, PKI, secure-boot, post-quantum migration
  • Embedded Linux platforms, Yocto/BitBake board bring-up, RT DSP

Compliance & registrations

  • Delaware C-Corp; foreign qualification in Washington (in progress)
  • SAM.gov registration and CAGE code (in progress)
  • SBIR Company Registry / DSIP onboarding
  • ITAR registration (planned 05/2026)
  • FAA Part 107 (planned 05/2026)
  • CMMC Level 2 / NIST SP 800-171 program (in progress)
  • Facility Security Clearance (FCL) — sponsorship path open

Standards we design to

  • MIL-STD-461G (RE102, CE102) — electromagnetic compatibility
  • MIL-STD-810H — environmental qualification (vibration, shock, thermal, IP)
  • MIL-STD-1275 — vehicle electrical-power compliance
  • DO-254 DAL D+ — airborne hardware design assurance (Phase II path)
  • FIPS 140-3 — cryptographic-module validation
  • CNSA 2.0 — post-quantum migration (ML-KEM, ML-DSA, SLH-DSA)

How to engage

  • SBIR / STTR topics — we accept TPOC pre-release questions and respond within 24 hours during open windows.
  • OTA / Direct contracts — capable on AFWERX, DIU, NavalX, and Army xTech pathways.
  • Prime / Sub teaming — open to teaming on modular-payload, counter-UAS, and SIGINT efforts where we can contribute the RF/SDR or autonomy stack.
  • Phase III transition — sole-source authority under 15 USC 638 once Phase II is awarded.
